After Aleph defeats the Elders, who were in actuality the Archangels, and the false YHVH in the Center, Gabriel appears, revealing herself as the final elder controlling the Center. While she says it is a shame that the other archangels met such a fate, she congratulates Aleph on his victory over them, revealing that they had attempted to create a savior artificially after one failed to appear in Tokyo Millennium. God then spoke to her directly, telling her to abandon the path the other archangels took, and thus orchestrated their fall. She undoes the curse placed upon Zayin and directs Aleph to the control room, where he is waiting.
Later, once Aleph finishes hearing Lucifer's story in Keter Castle, Gabriel takes him to Zayin once more, who resides in Eden. In Eden, Gabriel had gathered up many citizens who were deemed worthy to be part of the true Millennium Kingdom that would be created, chosen regardless of status or class.
On the Neutral route, after defeating Lucifer, Aleph additionally learns that Gabriel was tasked with creating a new weapon to replace Kuzuryu, following Lucifer's treachery.
On the Law ending, after the Earth has successfully been cleansed and YHVH has been defeated, she notes that as she is a servant of God, she no longer has a purpose or place to go now that He is dead, but disregards this and tells Aleph and Hiroko that they on the other hand do have one, and tells them to go to Eden.
Visionaries
Gabriel is featured in one Visionary cutscene in the Game Boy Advance and iOS versions of the game.
In "Lily Corsage", the Elders are discussing what to do with Zayin and Aleph now that they are rebelling against them and decide to start a new Messiah Project after they have been disposed of. Gabriel however has had enough of their scheming and loudly protests their actions, saying such deceitful lies could never bring about the coming of the Millenium Kingdom. They try to justify their actions and hope that correcting their mistakes will earn them God's forgiveness, but Gabriel tries to continue arguing that their image of God no longer matches that of the true God, before giving up and deciding to leave the other archangels. The others are saddened by this, but they resolutely conclude that they have gone too far to be able to turn back now.

Upon the God of Law usurping Baal, the Seraphim became loyal servants of the new ruler. They led the forces of Bethel until all four were defeated in the battle of Armageddon, with leadership of Bethel falling to Abdiel.

Gabriel is first mentioned by the residents of Shibuya saying she'll come to save them from the demon invasion led by Morax the Koutenshi
Gabriel reveals to Ayato Katsuragi many things to him in Shibuya, such as Yuuka Tachibana being indeed the reincarnation of Ishtar, that Babylonia was once the capital of Ishtar and that many blood was shed in her name and that she followed a lustful path, but that she was defeated so God tore her soul apart, the bad part was what became Astarte, the other half became Virgin Mary and that Yuuka is this part of Ishtar's soul, but that Bael has tainted her soul with fear and hatred.
When asking if she can be revived Gabriel says that while it is possible to revive Yuuka she may not be the Yuuka he once knew as her soul has been tainted with fear and hatred by Bael.
Gabriel also says that Yuuka as Ishtar was once Bael's wife, but when he was known as Baal and ruled over Palestine, and that many sacrifices were done for Ishtar and bathed in the blood of the ever-reviving Baal to become immortal.
Gabriel also tells Katsuragi that he bears the mark, but that he is not the Messiah, that he is merely preparing the land for the coming of the true Messiah and that his fate is interwined with Ishtar's and Bael's, that he must find a way to break free from it.
She also tells Katsuragi that he was once a hunter god in ancient Babylonia who slayed a divine dragon. He was then reborn and once again slayed a dragon and obtained the hand of a goddess.
She also reveals that Bael is an ancient, powerful god once known as Baal and that he's a recurring adversary of the Almighty Father. Bael has also revived many times by performing a blood ritual where he himself perishes at the end. This ritual made Bael even more powerful, and every time he revived he craved even more blood. The Almighty Father and angels fought Bael, felling that evil god. His soul was sliced into many parts and cast into hell. In hell, Bael devoured those fragments, regaining his power and thus returned to Earth.
Lastly, she reveals that Katsuragi wavelengths are similar to Bael's and that he was once a soul who offered to Ishtar and that if Katsuragi dies his soul will become one with Bael's, due to having a fragment of Bael within him and making Bael even more powerful.
After all this Gabriel leaves and protects Shibuya.
Majin Tensei
After clearing stage 39, if the Protagonist allowed Étienne Alphonse Laflèche to join him and still has Uriel in his party, Gabriel will approach him and join his party.
